Kort projektbeskrivning

Värdet och möjligheterna med öppna data kommuniceras till beslutsfattare i Sveriges kommuner, med arbetet runt Offentligkonst.se som konkret exempel. Detta för att få deras arbete runt öppna data att konkretiseras och komma igång. Kommuner är till sin natur toppstyrda och projektet ökar chansen att politiker och andra beslutsfattare tar de besluts som krävs för att arbetet skall komma igång. Även allmänheten engageras genom anslutande evenemang som sker i kommunerna och hur de kan hjälpa till i arbetet, baserat på sina olika förkunskaper och även på lång sikt fungera som öppna data-ambassadörer för Wikimedia Sverige. Projektets syfte och mål kopplat till utlysningens syfte

Syftet är att öka intresset för öppna data i Sveriges kommuner med den offentliga konsten som konkret exempel.

Målet är att möten skall ske i minst 50 70 kommuner där fokuset ligger på att träffa kommunpolitiker och tjänstemän och förklara värdet av öppna data.

I samband med varje möte kommer även lokala evenemang att anordnas för att allmänheten ska få lära sig mer om arbetet med öppna data samt genom crowdsourcing berika databasen över offentliga konstverk med ex. koordinater och bildmaterial. Då vissa evenemang kan innefatta flera kommuner är målet 30 evenemang.

Minst 5 volontärer skall, som en följd av evenemangen och fortsatt stöd inom ramen för projektet, fortsätta att driva arbetet med öppna data i sina kommuner och regioner som lokala öppna data-representanter från Wikimedia Sverige. En åtgärdsplan för hur det arbetet bör gå till kommer att tas fram under projektet.

Tidplan

Projektet har blivit beviljat förlängning till årsslutet 2016 mot bakgrund av Högsta Domstolens domslut. En lägesrapport ska lämnas in 2016-09-01 (för perioden t.o.m. 2016-07-31) och en slutrapport 2017-01-31 (för perioden t.o.m. 2016-12-31).
Projektet har blivit beviljat förlängning till 2017-04-30 samt förändrade mål enligt beskrivningen ovan, slutrapport ska lämnas senast 2017-05-31.

  • Utöver mötet föredrogs vårt arbete för kommunföreträdare för Jönköpings, Värnamo, Sävsjö, Gislaveds, Aneby, Vetlanda och Tranås kommuner samt en riksdagsledamot från Jönköpings län. Det fanns stort intresse och slutsatsen drogs att politiker inte får släppa öppenhetsfrågor helt till tjänstemän.

En grupp informationsteknikstudenter vid Chalmers Tekniska Högskola i Göteborg lyssnade på en lunchföreläsning på temat öppna data och Wikidata. De uttryckte stort intresse för open source-projekt, och flera hade erfarenhet av att redigera Wikipedia sedan tidigare. Relevanta frågor ställdes kring de tekniska aspekterna av Wikidata (SPARQL och datastruktur).
